The ACCA fees has to be compared with an Other Professional qualifications. The similar cost will be incurred when you study an Engineering degree, MBA from India or Undergraduate Degree from UK.
The reputation of ACCA, networking opportunities, salary levels that you get after completing ACCA will 100% justify its cost.

Books = 2500 per book * 14 = 35000
Total Cost under self study = 200000
Tuition fee = 20000 per paper * 14 = 280000
Total Cost with tuition = 480000
